At the March 17 meeting, Hancock County commissioners approved a set of routine but substantive administrative items.
IT reported the jail's NTI control system runs on an unsupported Windows 7 platform and is essential for locks, lights and other control systems. The board approved replacing the system and funding the purchase from IT reserve account E14-100; the estimated replacement cost cited was $11,281.39.
The board approved purchase and sale agreements and avigation easements for two airport parcels: $50,700 to Katie Hines LLC for parcel #1 and $29,700 to Michael Hutchkins and Kimberly Hutchkins for parcel #10, and authorized the chair to sign the documents.
Personnel actions approved included: moving Christian Christopher Sheahan to the classification of jail corporal (per the collective bargaining agreement); the hire of Emily Vinson as a full‑time dispatcher at $32.59 per hour, effective March 21, 2026; part‑time temporary clerks Courtney Jordan (through Aug. 31, 2026) and Randy Bragg (starting March 21, 2026) at $20.02 per hour; and approval of Corrections Officer Troy Fry’s step down from the rank of jail sergeant effective March 21, 2026. The board also approved the removal of McKenzie Blake from county payroll effective March 21, 2026.
The commissioners authorized issuing an RFP to re‑roof shingled areas on the courthouse and approved 2025 end‑of‑year transfers into escrow account 2012 as presented. They discussed a backup camera failure on a transport van and agreed the repair (estimated under $2,500) should be paid from the department’s expenditure account rather than a capital purchase account. Finally, the board voted to meet in executive session under Colorado Revised Statute 24‑6‑402(16) with legal counsel to negotiate with the sheriff and police representatives.
All motions noted above were approved during the meeting by voice vote where recorded.
