Council approves $2.2 million federal grant agreement for McCoy Creek flood work tied to Emerald Trail

The Neighborhoods committee approved bill 2026-0096 on March 2 to accept $2.2 million in federal grant funds through Groundwork Jacksonville for McCoy Creek restoration work that officials say will reduce flooding risks and provide related public-area improvements.
Council staff explained the grant was awarded to Groundwork Jacksonville and that the organization will subaward the funds to the city. "The grant was awarded to Groundwork Jacksonville. ... they applied ... it was in their application they told the federal government that they were going to subaward it to the city. And so this bill is entering into an agreement with Groundwork Jacksonville for them to give us the $2.2 million," Mr. Billip Peterson said to the committee.
Council Member Clark Murray described the McCoy Creek corridor as long-suffering from flooding and said the project will restore the creek toward its natural flow, improving life-safety and property protections for neighborhoods such as Lacawana and North Riverside while contributing related recreational or aesthetic benefits downtown. The bill passed on a recorded vote of seven yays, zero nays.
