Pestrong said he followed village policy in seeking information and that most council members were unresponsive to his requests. He recommended that any council member who stands to benefit from an amenity recuse or abstain and that the council consider fee‑based cost recovery models used by other jurisdictions. The council did not take immediate action during the comment period but acknowledged the concerns.
Resident Lois Forester described repeated observations of unleashed dogs and bags of dog feces in and around Paige Park and on private property at 4620 North Park Avenue, and urged assigning a committee to recommend remedies including signage, enforcement and possible limits on dog ownership. Forester cited a village resolution from June 2023 on dogs running at large and feces removal and asked staff to route her written recommendations for committee consideration.
The chair thanked speakers and asked staff to note their concerns for follow‑up; residents asked for committee assignments and clearer enforcement steps where existing village regulations apply.
