Council approves multiple rezonings along East Jefferson and Mercer corridors

Brownsville’s board on March 17 approved a series of rezoning ordinances affecting the East Jefferson and Mercer corridors.

City planning staff described Ordinances 1050, 1051 and 1052 as map amendments to reclassify parcels from R3 (medium density) and certain commercial designations to R1 (low‑density single‑family residential). Staff said many of the affected parcels already contain detached single‑family homes and that the corridor’s narrow roadway prompted the change to reduce traffic and protect safety.

“As why we changed the plan and why this came about, we're trying to protect our citizens and safety and try and avoid traffic,” staff said when explaining the reasoning for the R3→R1 conversions.

Each ordinance was opened for a public hearing; the transcript records no substantive public opposition. The council moved, seconded and approved the ordinances on second reading. The council also discussed a related sign code amendment (Ord. 1053) that pulls gateway corridor sign language into Chapter 11 and grandfathered existing signs; the sign code ordinance was likewise approved.

Staff said the rezonings and sign‑code changes aim to make the zoning map and sign regulations consistent along the corridor, to protect existing residential character and to manage future development. Implementation tasks and any map updates will be completed by planning staff following adoption.
