Kushi Patel said city staff emailed residents that the 1.2 cap was repealed in 2011, but she found Chapter 50 sections 50‑23 and 50‑24 still published on the code website and called the inconsistency confusing for ratepayers. Larry Gooik urged council to instruct the city manager and city attorney to comply with Chapter 50 and cited Texas Government Code 311.026 to argue a budget ordinance cannot repeal a specific codified provision.
Several speakers asked the council to correct billing practices, verify the developer agreement handling, and consider remedies for affected residents.
