Morrison County commissioners approve resolution to pursue $100,000 Caseworks implementation grant, 4–1

Morrison County commissioners on March 10 voted 4–1 to approve a resolution supporting an application for a $100,000 Source innovation grant to accelerate implementation of Caseworks phase 2, a document-management system for Health and Human Services.
Commissioner Winter moved to support the resolution; Commissioner Lamir seconded. During discussion Commissioner Moran said he would oppose the resolution because county staff have not yet demonstrated results from phase one of implementation.
"I'm going to oppose this. I would like to see some results from phase one before we commit to another $100,000 a year for these license fees," Commissioner Moran said.
Staff responded that the grant application is due March 27, awards typically follow in 30–45 days, and that if awarded the source funds would be used in 2026 with ongoing software costs budgeted in 2027 and beyond. County staff also said current local implementation steps are intended to realize time savings and internal staffing transitions rather than net new headcount.
Roll call recorded votes as: Commissioner Lamir — yes; Commissioner Casper — yes; Commissioner Moran — no; Commissioner Winer — yes; Chair — yes. The motion passed 4–1.
The board directed staff to return with updates on awards and implementation; the vote authorizes only the application and expression of board support, not an immediate appropriation of county matching funds.
