At its March 11 meeting the Central Virginia Transportation Authority Finance Committee received fiscal updates and a procedural announcement about virtual meeting access, and authorized advertisement of the FY27 public review period and hearing.
On finances, Mr. Parsons reported tax collections and distribution updates: "to date now we are up over 1.1 billion. Um so year to date is just over 100 million," and he summarized the investment report and ending cash balance figures, saying staff will continue to monitor market conditions and advise on reinvestment opportunities. Mr. Parsons noted some interest earnings and allocations and that cumulative interest earnings were beginning to level off year‑over‑year.
Staff also announced the Authority has migrated from Zoom to Microsoft Teams for virtual meeting access. A staff member explained registration and presenter/panelist procedures, saying the change will require join‑link registration for security and that staff will investigate whether invitations can contain a direct join link to avoid separate registration for attendees.
The committee moved and approved authorization to advertise the FY27 administrative and operating budget public review period from April 9 through April 23, with a public hearing on April 24. Staff said it will follow up in April with committees and the full authority on the draft budget.
Why it matters: Tax collections and interest earnings drive the CVTA regional funding envelope, and changes in virtual meeting platform affect public access and procedures for registering and presenting at meetings. The FY27 public comment window is the required public review step under the Authority’s bylaws.
The committee scheduled its next finance meeting for April 8 at 9:00 a.m. in the boardroom.
