Staff said the updated Opportunity Zones process allows states to recommend additional tracts; the county has proposed a priority list that includes two additional tracts in Clearlake and several other Lake County tracts. Council members said the designation could increase investor interest in larger projects the city is pursuing, including redevelopment at the municipal airport and areas discussed in the annexation workshop.
Council and staff described the move as a coordinated, largely procedural step to improve access to tax-advantaged capital and said the letter mirrors county priorities. The council voted unanimously to authorize the mayor to sign.
"Any additional benefits we can give to anybody wanting to come in and build, we should take advantage of," a councilmember said during deliberations.
