The Scituate Town Council held a workshop on human-resources standardization and directed staff to assemble a single, townwide application and posting process while preserving department-specific requirements.
Abby, who leads the HR committee, presented a packet focused on four items โ the application form, job-posting form, posting locations and ancillary forms โ and asked department heads to review the draft application and supply any department-specific additions. "What we did in this packet was we compiled...the current packet that we use for the application," Abby said, urging the council to allow continued workshops until the materials are finalized.
Police officials told the council the department already uses an online application platform (PoliceApp) and contracts with Fit to Serve for PT and written testing. According to participants, PoliceApp processes applications online and the town receives about $20 per applicant through that vendor; Fit to Serve charges the candidate for testing and proctoring. The council repeatedly noted that any standardization must not interfere with accreditation or with obligations in collective-bargaining agreements.
After discussion about whether to buy a full HR suite or adopt lower-cost modules or website-based links, a councilor moved, and the council seconded, a motion directing staff to gather information and pricing on HR software and potential in-house or lower-cost options. The motion passed on a voice vote; no roll-call tally was recorded in the transcript.
Council members agreed the immediate next steps are: staff will circulate the consultant packet, HR-committee recommendations and department-submitted job descriptions in editable form; departments should return marked-up job descriptions or mockups in advance of the next workshop; and staff will provide pricing and options for HR software modules and implementation costs. TheHR committee said it will present a draft single application form and a template for job postings at the next workshop.
Members also discussed posting locations and outreach (local postings first, broader sites such as Indeed or industry-specific boards as a second tier) and whether to use existing tools such as ADP; ADP was described as relatively expensive, prompting calls to evaluate alternative vendors or website-based solutions.
The council scheduled the next workshop for April 30 at 6:30 p.m. and adjourned the meeting.
