Budget adjustments and grants: Budget Director Kaen Castle reported a $26.12 million net increase in capital budget items at first quarter driven largely by grant revenue recognitions. Notable items included U.S. Department of Energy and Florida Department of Environmental Protection grants for sanitary sewer projects and a $3 million FDEP grant for living seawalls (no local match). "We are recognizing $3 million in state funding for living seawalls," staff said; council approved the ordinance on first reading.
