Clearwater City Council on March 30 approved on first reading ordinances to create a Planned Redevelopment District (PRD) overlay and apply it to much of the North Greenwood Community Redevelopment Area, a policy step staff and council said is intended to enable smaller-scale "missing middle" housing and spur reinvestment.
Planning director Lauren Matsky told the council the overlay is opt‑in for property owners and would make available bonuses such as up to 40 dwelling units per acre, floor‑area‑ratio incentives, and mixed‑use allowances once implementing code changes are adopted. "The overlay allows property owners to opt in if they want the extra entitlements; if they choose not to, nothing changes for them," Matsky said.
