CCIU presents budget overview to Oxford board; no core contribution increase, TCHS tuition to rise 2%

Representatives from the Chester County Intermediate Unit (CCIU) presented their proposed budgets to the Oxford board on March 10, framing district partnership metrics and budget drivers.
Dr. Fiori, the CCIU executive director, and Joe Leitzky, the CCIU director of administrative services, said the proposed core budget contains no increase in the district contribution and that the occupational education budget (the career-technical high school tuition) would see a 2% tuition increase. Marketplace services — the individualized services used by districts for students with specialized needs — were projected to increase about 1.8% on average.
Leitzky said the CCIU seeks to limit increases to the Act 1 index and that Oxford’s direct contribution to the CCIU core was about $18,449 under the formula used to distribute charges among member districts. He outlined categorical and grant funding that offsets district costs and described an estimated $28 million in categorical federal and other funds supporting countywide programs.
The CCIU highlighted program outcomes for Oxford students: 197 Oxford students earned 304 industry certifications in career-and-technical programs last year, the presenters said, and students achieved roughly 80% proficiency on industry-standard NOCTI assessments. The presenters also noted growth in enrollment across three technical campuses and the addition of new programs.
Board members had no substantive objections to the CCIU presentation and thanked IU staff for engagement and the communication audit work performed for the district.
Next steps: the CCIU will present the occupational education budget for adoption on member-district timetables; the core budget requires district action by April 30 and the occupational education budget typically requires a district majority vote by June 30.
