Turf field project delayed pending conservation review; district weighs alternate sites for fall sports

Oxford Area School District staff told the Facilities and Safety Committee on March 10 that engineering for the turf-field replacement (phase one) is complete but regulatory reviews are delaying final approvals.
The architect has completed wetlands staking and an environmental observation for bog turtles; the Chester County Conservation District has 22 days to provide initial comments after submission, and the Pennsylvania Department of Environmental Protection has 45 days to comment once the county completes its review. "So you're looking at April–May until the earliest that we could get that back," a facilities staff member said, noting that if changes are required, plan approval could slip to June and construction would likely finish in late September or early October.
The delay is significant for athletics. Facilities staff said the district is preparing contingency plans — including playing at a local high school or college, shifting home games to away-only or Saturday games, or otherwise adjusting the schedule — and that athletic director Miss Sterling is assembling alternative-venue options.
Other facilities items discussed included a phase-two fieldhouse planned after the track season (target spring 2027), a preschool renovation to convert the district boardroom into space for a preschool program (estimated $75,000–$100,000, subject to permitting), and smaller summer repair projects. Staff said some additional parking options near the high school are under review but that costs and municipal permitting will affect feasibility.
What’s next: staff will track conservation-district comments and DEP review timelines, finalize contingency athletic plans with the athletic director, and bring permitting and bid timelines back to the committee. The committee emphasized the need to communicate likely impacts to families and athletic programs so scheduling decisions can proceed promptly.
