“We had set up three months for construction on that one,” Todd said when describing staging and traffic control; staff said traffic will be detoured but maintained for local residents and businesses. The work will replace an existing 8‑inch line with a 12‑inch line to improve system capacity and create a loop to connect to other transmission lines.
Staff noted the need to coordinate payment sources (water funds for the water portion; street funds for the street portion) and that actual contract start may be as early as mid‑April depending on pre‑construction scheduling and material procurement. The commission approved the award and directed staff to issue a notice of award and schedule a pre‑construction meeting with the contractor and affected residents.
The vote to award the contract was recorded and commissioners asked staff to provide public notices and communications about staging and expected disruptions before work begins.
