Everett council adopts storm and combined sewer improvement fund, authorizes Port license; HUD action plan presented for April 8 vote

The Everett City Council on April 1 voted to adopt an ordinance creating a special improvement project for storm and combined sewer improvements and authorized a license agreement with the Port of Everett to support construction access.
On item nine, the council conducted third and final reading and adopted Council Bill 2603-14 to create PGSFWMVD (storm and combined sewer improvements fund 336, program 037) and repeal Ordinance 3967-23. The motion carried on a roll-call vote with affirmative votes recorded from the participating councilmembers.
On item ten, the council authorized the mayor to sign a license agreement with the Port of Everett for city use of the Port's Norton Terminal facility to support PGSF construction access. That motion also passed unanimously among members present.
Earlier the council approved three consent items by roll call.
Council staff presented the proposed 2026 annual action plan for HUD funding (Community Development Block Grant and related allocations). Kimberlee Landry, Community Development Manager, said the plan covers program year July 1, 2026'June 30, 2027 and that agencies awarded under the resolution could begin spending as of July 1. Landry said the Community Development Advisory Committee held a hearing on Feb. 3 and that council is scheduled to vote on the resolution on April 8 as part of a consortium submission coordinated with Snohomish County and Marysville.
