Woodlawn Village council adopts package of grant‑fund ordinances, advances funds and code updates

The Woodlawn Village Council on March 31 adopted a package of ordinances creating and funding multiple grant accounts, advanced limited sums from the general fund to cover reimbursable grants, and approved code and fee updates.
The law director summarized the slate of measures before the council, which included an ordinance to supplement the Woodlawn Village Code of Ordinances and several ordinances establishing grant funds for CDBG fire hydrants and code enforcement, active transportation, Safe Streets for All, an ODOT resurfacing grant, and a FEMA lifepack grant. Council also voted to advance funds into those grant accounts to cover work that will be reimbursed later.
Council suspended the rules and declared emergencies where specified, and the motions passed on roll call. The clerk recorded affirmative votes from Mayor P and council members Esther Boyd, Rosemary Brown, Cindy Chandler, Pamela Fitzgerald, Robert Lawson and Michelle Star on the principal items.
In related action the council approved a resolution authorizing the municipal manager to enter a contract with Apply Right Roofing and Renovations for village‑wide roof repairs and to waive formal competitive bidding to expedite the work. The council also approved a resolution extending a conditional offer of employment and a sponsored training agreement with a police cadet candidate (Katherine John), under which the village will sponsor academy training in exchange for subsequent service.
The law director said the code update incorporates recent state traffic and criminal law changes into the local ordinance book and that the mayor's court fine schedule would be updated accordingly. Council also approved permanent appropriations for the 2026 fiscal year so finance can proceed with budget operations.
Next steps: the contracts and grant funds will be administered by village staff; advances to grant funds will be reimbursed to the general fund when grant payments arrive. Several items were adopted under emergency procedures so work can begin quickly.
