Cam told the court that the county has retained expert witness Brew Baker & Associates (BAI) to analyze proposed rate design, and that the Attorney General27s office and the county are sharing Larkin & Associates for revenue-requirement analysis. The transcript records that Bluegrass Water filed a motion to amend its application because of what the company described as financial errors; that motion, if granted, would restart statutory deadlines and could push public hearings to on or after Aug. 17, 2026.
Magistrates raised local concerns about the utility27s flat monthly charges for some customers rather than strict usage-based billing. One magistrate noted that retired homeowners who are away for months of the year could still pay a flat monthly fee even when they consume little water; another raised the impact on water-intensive businesses in the county.
County staff said they will continue coordinating with their retained experts and the county27s legal team to develop discovery and, if necessary, prepare testimony for the PSC proceeding.
