Commissioners approve large P25 radio change order, multiple contracts and grants

The Washington County Board of Commissioners on March 19 approved a series of procurements and contract changes that together reaffirmed progress on several county capital and service projects.

Among the largest actions, the board approved Change Order No. 3 with Motorola Solutions to add three P25 radio/network equipment shelters, generators and tanks for the county’s Project 25 radio system. The change order raised the project total to $26,380,072.73, an increase of $1,147,210. The item drew brief discussion; one commissioner asked to table the item but the board voted to approve the change order (roll call recorded Commissioner Larry Maggi voting No; Commissioners Janas and the Chair voting Yes).

The board also approved Change Order No. 4 for the Courthouse Square shoring project with J.G. Contracting, increasing the contract to $1,372,647.80 to be paid from the county’s general obligations bond. The solicitor said the change had been reviewed by the county project manager and NAI Burns Scalo and represented a project cost increase of $17,237.50.

Separately, the board adopted a resolution approving WCIDA modifications to the amortization schedule and maturity for Student Association revenue bonds, Series 2017A, in the outstanding amount of $23,970,000 for the Student Association project at West Penn University (formerly California University of Pennsylvania). County staff said the bond modifications do not pledge the faith, credit, or taxing power of Washington County; documents were reviewed by the county solicitor.

The meeting record shows the board approved multiple other items by roll call, including: vehicle tire and outdoor equipment maintenance contracts; a donation of a 2016 Highline camping trailer for fire rescue training; provider agreements for Behavioral Health with Chatham University ($36,186) and Center for Community Resources ($40,000); a mid‑year contract increase to the Western PA School for the Deaf (to $24,000); a hazard mitigation planning contract with MCM Consulting ($48,575) with FEMA paying the 25% match; an autopsy consulting agreement with UPMC Presbyterian; IT and facilities contracts (Duo MFA setup with Aspire Technology Partners, RBA invoice approvals, Day & Night chiller maintenance, Cintas consolidated agreement); a juvenile housing agreement with Jefferson County ($300 per juvenile per day); and parks equipment purchases funded from specified revenue sources.

Funding sources and notes recorded in the meeting include: the Motorola increase paid from the general fund; the courthouse shoring paid from the general obligations bond; the DCNR grant application for Cross Creek County Park phase one (estimated $506,152 cost with a required 50% match); and park equipment purchases funded by MPLX Cross Creek proceeds and oil-and-gas revenue funds.

Board action on the Motorola change order was the only recorded vote showing a dissenting commissioner; other contract and grant items recorded unanimous roll‑call approvals.

What happens next: project managers and county purchasing staff will proceed under the approved change orders and agreements; the Motorola work and procurement milestones will move forward subject to contract terms and project scheduling.
