Manager Price and other staff noted that opt-in is a common, zero-cost administrative step that preserves future grant access; staff said a deadline uncertainty made timely action advisable.
After discussion, a motion to approve Resolution 2026-06 was made and seconded and the council approved the resolution. According to staff comments, the borough has previously used county CDBG allocations for sidewalk work on Duncan Avenue and for demolition assistance when needed. Manager Price added: "There are many benefits to citizens and businesses of your community by choosing opt-in and participate in the county CDBG HOME program," and warned that opting out could reduce the county's allocation to the region.
