Board hears RTD service changes, park-and-ride work and passenger-rail funding options

Staff traced Littleton’s transit roots from early streetcars to modern RTD service, then noted RTD cut seven of 14 local bus routes during the pandemic and is now running a bus-stop infrastructure and accessibility assessment that will help cities prioritize improvements. Staff said RTD’s park-and-ride study includes Mineral and downtown Littleton stations as potential redevelopment opportunities.
On regional rail, a staff summary said the city council endorsed the Mineral Station at a recent council meeting and described the Front Range passenger-rail ballot measure expected in 2026 as a proposed sales-tax-funded district that could capture roughly two million people. The measure’s proposed structure would include a shareback or grant mechanism so station-hosting jurisdictions can access funding for platforms and access improvements; local jurisdictions would remain responsible for station-area amenities, staff said.
Board members discussed how a passenger-rail funding source could help underwrite local circulator or microtransit service to feed stations. Staff reiterated that many details — district boundaries, shareback formulas and timelines — remain in flux until formal ballot language and jurisdictional commitments are finalized.
No votes were taken by the board on these items; staff encouraged continued participation in upcoming Littleton open houses and said the city will share procurement notices and RFP details when available.
