Starr County approves CDBG bank accounts, policies and appointments for street-improvement grant

Starr County's Commissioners Court voted March 9 to implement administrative steps needed for a newly awarded Texas Community Development Block Grant (CDBG) for street improvements. The court approved opening grant bank accounts, appointing required officers and adopting a set of state-mandated policies.
Roselinda Selenas, identified in the meeting as the county tax collector and speaking for grant administration, asked the court to open a bank account for the CDBG program and to approve related personnel and policy items required by the state grant. "It's for our new Texas CDBG program, which is the street improvements," she told the court. The court approved opening the bank account and a second related account to be ready when construction begins.
The court also approved appointing Miss Alenas (Roselinda Selenas) as the labor standards officer and as the civil rights officer required by the contract; it adopted a civil-rights resolution, a citizen participation plan and grievance procedure, an excessive-force policy, a fair-housing policy, Section 504 policy and grievance procedure, and a code of conduct — all described by staff as standard state grant requirements. Motions to approve each item were moved, seconded and carried.
Court members and staff emphasized these are procedural steps needed to accept and administer the February-awarded grant; the court did not discuss specific construction vendors, contract awards for the work, or precise dollar amounts for the grant during the March 9 meeting.
