Lincoln Heights council refers legal and marketing contracts after single-bid concerns

The Village of Lincoln Heights Committee of the Whole on March 30 referred two proposed vendor agreements — a legal-services contract with Bricker Graden Wyatt LLP and a digital-marketing agreement with Voice of Your Customer LLC — to the Law & Public Safety committee for further review.
Mayor Tanya Key introduced Resolution 2026 R29, the proposed legal-services agreement, and said a standalone copy of the professional-services contract had been distributed to council members. Village administration asked that the legislation be referred so councilors would have time to read the contract and ask questions at the committee meeting.
Village staff told council the legal-services RFP was posted on multiple platforms and closed Jan. 31, 2026, but produced a single submission. “I’ll be honest and say we only received one, and it was this one,” Mr. Gains said when councilors asked how many firms responded. Councilwoman Stha Brown said she had independently researched potential firms and asked whether staff had followed up beyond firm references to speak directly with elected officials and residents in municipalities where the firm had worked.
Council asked the manager to circulate the RFP score sheet and any reference checks and to collect the contract text for the Law & Public Safety meeting. Mayor Key said she would recommend referral to the law committee so members could review the agreement and return the item to the full council at the next meeting.
The committee also introduced Resolution 2026 R30, an agreement authorizing the village manager to execute a contract with Voice of Your Customer LLC for digital marketing and communications. Council members said they had received the legislation but not the contract; the manager confirmed the contract existed and agreed to distribute it and the scoring materials to council and to refer the item to the Law & Public Safety committee as well.
No final contract approvals were made at the March 30 meeting; both items were sent to committee for additional vetting. The Law & Public Safety committee is scheduled to meet the following Monday to review the documents and the contract recommendations.
