Village staff presented a third change order for the clubhouse construction contract with WB Olson that would set a firm substantial completion date, increase contingency and create a structured claims schedule if the contractor misses the date.
Monica, who walked the board through the package, said the change order acknowledges permit-driven schedule delay and adds a $225,000 contingency to help meet the new completion guarantee. The change order sets the completion date at Aug. 14 and creates claims to encourage timely delivery: $1,500 per day for the first 14 calendar days (running into Labor Day) and $4,500 per day thereafter, Monica said.
The change order is the third significant adjustment to the contract; combined with earlier change orders it totals $733,000. Staff said the original contract award to WB Olson was $14.8 million and that overall project costs now are upward of $19 million. The board was told the contingency fund is intended to allow the contractor to extend hours or add crews to meet the date without further jeopardizing the village's financial position.
Multiple trustees and participants praised Monica, Phil and village legal counsel for closely managing contractor requests and protecting the village’s position; one trustee said, "I am satisfied that the village is well represented by Monica, Phil and our lawyers." The change order was added to the board agenda for Thursday for formal consideration.
