Council holds first reading on surplus of downtown property for proposed Campbell redevelopment

The Andalusia City Council held a first reading March 17 on an ordinance to surplus three downtown parcels at 220, 222 and 224 South Three Notch Street to the Capital Improvement Cooperative District to enable a private redevelopment proposal.
City staff described the parcels as the brown-brick buildings often marked by a Salvation Army sign and said Daniel Campbell proposes to convert the properties into a restaurant, a gift shop and additional experiential retail space. "Mr. Campbell proposes to put a restaurant and a gift shop in that property," the city administrator said. The administrator told council the developer "proposes to spend up to $200,000 of his money to to invest in this property to make it suitable for this venue."
Because this was the ordinance's first reading, the council did not take final action. The administrator said there had been discussion in the workshop about performance issues in the development agreement and that staff would address those concerns in the contract before the district and council vote. The mayoral presiding official told the council the ordinance will be returned for a vote at the first meeting in April.
The council did not adopt the ordinance or the development agreement at the March 17 meeting; councilmembers asked staff to continue negotiating contract details and to provide revised performance terms before the next vote.
