Andalusia City Council approves special-event alcohol license, school funding amendment and auditorium HVAC purchase

At its March 17 meeting the Andalusia City Council approved a special-event retail alcohol license for Off the Tracks LLC for a March 28 crawfish cook-off, amended an education sales-tax allocation for Andalusia City Schools by $481,770 to cover non-grant-eligible sidewalk and signage costs, and approved a $60,275 HVAC purchase for the auditorium (Resolution 2026-03).
The Andalusia City Council voted March 17 to approve several routine but consequential items, including a special-event alcohol license, an amended school funding allocation and the purchase of a new auditorium HVAC system.
John, the city administrator, told the council that Off the Tracks LLC planned a "crawfish boil cook-off on March 28th" and needed a special-event retail alcohol license from the Alabama Alcoholic Beverage Control Board to serve alcohol outdoors in a fenced area of a parking lot owned by the Capital Improvement Cooperative District. "That's owned by the Capital Improvement Cooperative District of the City of Andalusia, and it requires our approval," he said. Council approved the city's portion of the application by voice vote.
The council also amended Andalusia City Schools' education sales-tax allocation. The administrator said the council had previously approved $1,120,000 of the schools' request but had set aside a $3.5 million capital-improvement item. He said the school board's sidewalk and related campus improvements include elements that are not grant-eligible and asked the council to amend the earlier request by $481,770 so the local match would cover those ineligible items; he noted the grant program's maximum is $800,000. "So, the $481,770 is what you're asking to be increased by," he said. Mr. Nix moved to approve the amended request; Mr. Mount seconded and the motion passed by voice vote.
Council also approved Resolution 2026-03 to purchase a new HVAC system for the council auditorium for $60,275, with funds to come from bond proceeds. The motion was seconded by Mr. Craig and approved by voice vote.
Earlier in the meeting the council approved the minutes of its March 3, 2026 meeting by voice vote. No member objected to any of the items voted on March 17.
The council made no final decision on a separate ordinance to surplus downtown property for redevelopment; that ordinance received a first reading and will return for action at the first meeting in April.
