During the commission’s roll-call and public-comment period, testifier Jennifer urged the commission to record her earlier statement verbatim: “the intelligent mail barcode allows mail processing equipment to automatically count returned mail pieces and transmit counts to USPS systems for reporting.” Commissioner Dylan moved to amend the minutes to include that wording; the amendment was seconded and debated before a roll-call vote.
Commission staff noted that posted minutes remain in draft form and that discussions about changes are reflected in the current meeting record. Commissioners disagreed about whether factual corrections require a formal vote under Robert’s Rules of Order; after discussion the amendment was put to a roll call and the chair announced the amendment passed. The commission then approved the March 11 minutes as amended by a subsequent roll-call vote.
The action resolves an item that several public commenters and at least one commissioner said had been omitted or paraphrased in earlier minutes, and the minutes will be updated to reflect the requested language. Chair Curtis and staff Raymond said they will ensure the requested text is inserted into the posted minutes.
The commission moved next to other items on the agenda, including unfinished business and a permitted-interaction-group report on ballot accounting.
The commission’s approval of the amended minutes was procedural; no new policies were adopted. The minutes amendment will be posted with the updated text as part of the official record.
