Board seeks consultant options for strategic plan; members favor a comprehensive approach

Gresham — The board discussed a draft request for qualifications (RFQ) for a district strategic plan during the March 12 work session and signaled interest in a consultant-led, five-year comprehensive process.
Tracy reviewed three options: (1) a full consultant-led strategic plan with broad stakeholder engagement and clear metrics, (2) a mid-level update using existing district materials with targeted consultant support, and (3) continued reliance on the integrated grant process. Several directors expressed a preference for option one, saying the district’s pre-COVID plans and scattered documents left gaps and an outside facilitator could help create clear metrics and consistent public presentation.
Directors emphasized accessibility (Spanish translation and web accessibility), alignment with board conditions, inclusion of regional partners (cities, county, work-force partners) and producing a “one-stop” strategic plan dashboard. Several members asked that the RFQ include deliverables such as stakeholder-engagement plans, measurable metrics and accessibility requirements.
Tracy will revise the RFQ to incorporate board feedback and begin soliciting qualifications; board members will provide example plan preferences in one-on-one meetings.
