Porter said the plan allocates a $516,074 net increase for one-campus debt service and additional land-acquisition payments; Scott, the business director, told the board the budget also assumes a 14% health-insurance increase and roughly $2.2 million in salary and benefit increases tied to collective-bargaining agreements and new positions. "The total operating increase is 7.68% at this time," Porter said.
