The Public Service Commission voted March 12, 2026 to approve the City of Menasha’s optional three‑tier residential time‑of‑day tariff (RG3) as filed by WPPI Energy, adopting reporting conditions to measure whether the new rate shifts customer usage away from evening peak hours and delegating substantially similar future filings to the Division of Energy Regulation and Analysis when appropriate.
Commissioner Neto led discussion of docket 3560 TE 109, explaining that the RG3 schedule establishes three pricing periods: weekday afternoons from 3:00 to 7:00 p.m. (peak), overnight hours from midnight to 5:00 a.m. (off‑peak), and all other hours at a standard rate. Neto said the tariff is optional for residential customers and was designed to encourage electric‑vehicle owners and other customers to shift charging and discretionary load to off‑peak hours.
Why it matters: Commissioners said the RG3 design can help avoid future increases in the system peak as EV adoption grows. Menasha previously offered a two‑tier time‑of‑day rate (since 2003) with limited participation (about 40 customers of roughly 8,600 residential customers); supporters said a shorter, focused peak period may attract greater enrollment.
Reporting and delegation: The commission adopted reporting conditions (already used in prior RG3 approvals) so staff and the commission can evaluate whether the tariff achieves the intended usage shifts. Because the reporting the commission has received from earlier RG3 cases now provides evidence of program effectiveness, commissioners agreed to delegate review and approval of substantially similar RG3 filings to the Division of Energy Regulation and Analysis, while retaining the option to return any novel or contested filings to the full commission.
Action taken: A commissioner moved and a second was given to approve Menasha’s RG3 tariff consistent with the discussion; the commission approved the motion by voice vote. The commission also asked the applicant to work with staff to clarify Community Tariff Charge (CTC) tariff sheet notation so the public can readily identify which RG classes are included in the combined bucket notation.
What’s next: Staff will finalize the order including reporting requirements and the CTC notation change; future, substantially similar RG3 filings may be processed administratively by the division unless staff flags an issue for the commission’s consideration.
