Consent agenda: Commissioner Winer moved and Commissioner Lamir seconded approval of the agenda and consent agenda; roll call recorded Commissioners Moran, Casper, Winer, Lamir and the chair voting in the affirmative and the consent agenda passed.
Mudfest permits: Shannon Coyle of the Auditor‑Treasurer’s office presented two large‑assembly applications for Mudfest — a late‑May event and a fall truck‑pull (Sept. 26). Both sheriff’s office and Health & Human Services reviews were reported as complete; the board approved both permits after motions and seconding by commissioners. Commissioner Winer commented, “these guys, they're doing a hell of a job,” and expressed support for approving the events.
Conditional use permits (floodplain): Land services presented two nearly identical requests (Ireie Isra LLC in Section 17 and Darren & Sherry Hol in Section 7 of Scandi Valley Township) to install backfilled stem walls and elevate lowest floors above the regulatory floodplain; the Planning Commission had recommended approval of both applications and the board approved both conditional use permits, with commissioners noting the projects meet FEMA standards.
DNR rifle notice: The administrator reported receipt of a DNR notice to lift a shotgun‑only restriction in a portion of District 5 (south of County Road 27, west of the Mississippi), and the board voted to acknowledge the state action and take no county ordinance action to block it. Commissioners said public input at prior hearings had been polite and engaged; the resolution passed on roll call.
Other notices: The administrator also shared mailed notices from Northern Natural Gas about proposed pipeline modifications affecting parts of Morrison County and routine vegetation‑management notices from Crowing Power; copies of company filings were made available at the Great River Regional Library.
