Urbana commission sends FY2026–27 annual action plan to council with recommendation to approve

The Community Development Commission unanimously voted to forward the City of Urbana and HOME Consortium annual action plan for fiscal year 2026–27 to the Urbana City Council with a recommendation for approval.
City staff summarized the plan as the second-year budget of the 2025–29 consolidated plan, covering the city's 2026 fiscal year (July 1, 2026'June 30, 2027). Staff said the draft includes placeholder numbers based on the prior year and that HUD allows jurisdictions to adjust project funding proportionally if actual allocations fall within 25% of estimates. "HUD requires this to be submitted by May 15," staff said, explaining the timeline between commission review, committee of the whole, and final council action.
The proposed budgets (summarized in the packet's pages 11'12) direct CDBG funds toward planning and administration, neighborhood stabilization (including property acquisition, demolition and new construction, and code enforcement), public services (capped at 15% of the annual CDBG allocation), and housing rehabilitation. HOME program allocations in the draft include planning and administration, CHODO (community housing development organization) developer and capacity-building support, tenant-based rental assistance, and non-CHODO affordable housing development in Champaign and Urbana.
Staff noted one clerical issue flagged by a commissioner: an item describing Urbana-side affordable housing listed Champaign in the description. Staff said they would correct that entry before the plan goes to council. The staff presentation also referenced prior uses of HOME funds as gap financing for tax-credit developments such as Parker Glenn and Bristol Place in Champaign.
The motion to forward the plan to council passed by unanimous voice vote. The commission did not amend the plan; staff will send the corrected draft and the commission's recommendation on to the council for final review and approval.
What happens next: the commission's recommendation will go to the committee of the whole and then to the city council; HUD submission is required before the program year begins in July.
