Rochester Hills — The City Council approved an interlocal agreement under which Rochester Hills' assessing department will provide part-time professional assessing services to the neighboring city of Rochester for the period April 1, 2026 through June 30, 2029.
Miss Taylor and Miss Somerville presented the proposal, saying Rochester had requested a new assessment service provider and that Rochester Hills could redeploy staff and pool resources to meet both communities' needs without diminishing service to Rochester Hills. The presenters described cyclical assessing duties (Board of Review hearings, permit checks, sales reviews) and said simultaneous scheduling and geographic proximity make the arrangement feasible.
Vice President Mongioli and other council members pressed for confirmation that the staffing plan and full-cost charges were appropriate. Staff confirmed a scoped, part-time service arrangement with a fully loaded cost that aims to avoid understaffing and to provide a reasonable revenue stream for Rochester Hills.
Council approved the interlocal agreement and authorized Mayor Barnett to sign it. The agreement is expected to strengthen intercity collaboration while generating revenue for Rochester Hills' assessing department.
What comes next: the administration will implement the staffing plan and begin providing services under the interlocal agreement starting April 1, 2026.
