The El Campo City Council unanimously approved Resolution R2026‑17 on March 23 to adopt a formal policy governing participation by local EMS in out‑of‑area emergency deployments.
Garrett, the meeting presenter, said the city has deployed ambulances for hurricanes and recent wildfires and wants a formal rotation and reimbursement process. Garrett described reimbursements the city receives: “if an ambulance deploys for two weeks, we get around 22,000,” and added that vehicles and personnel are reimbursed for salaries, overtime and per‑diem costs. He emphasized deployments are voluntary for employees.
Council members pressed staff on the practical risk that state reimbursement can be slow and that extended deployments can strain local staffing. One council member said the city had a payment outstanding from a September deployment and cautioned that delayed state payments could discourage future deployments. City staff responded that the state generally accommodates return requests and that the policy allows the city manager to limit deployments when local coverage would be jeopardized.
After discussion, a council member moved to approve Resolution R2026‑17 as presented; the motion was seconded and passed. The council noted the policy can be revised if reimbursements prove untimely or deployments create budget strain.
The policy formalizes authorization, personnel rotation, financial accountability and reimbursement procedures for future deployments and directs staff to follow the adoption’s reporting and administrative provisions.
