Alder person Pavin, reporting from the public works committee, said Woods Road is an L‑shaped street with one paved leg and one unimproved leg that has gone unpaved for roughly 40 years. Residents along the unimproved portion requested paving. The public works committee recommended approval of a substandard width (16–18 feet) rather than the city’s usual 24‑foot standard and recommended limiting paving to about 450 feet so it would serve the two driveways on the unimproved leg.
Council motion language approved by voice vote included three conditions: the city will perform tree and brush clearing to provide adequate clearance for maintenance and emergency vehicles; the city will construct a paved hammerhead turnaround at the dead end; and paving will be limited to the approximately 450‑ft segment that serves the two properties. The council moved the item into the 2027 budget process.
Council members discussed whether Woods Road is one of only two unpaved roads in the city and noted the project’s inclusion in the annual street certification with state transportation aids; members also asked staff to inspect conditions before final design and to provide photos.
