Alder person Wilin summarized a request from property owner Daniel McNelte to combine two adjacent lots (DELC 0803979001 and DELC 0803979) on Hillside Drive to create a single parcel for a freestanding building; the council moved and approved the certified survey map and lot consolidation. The action was presented as ministerial and there were no recorded objections.
Wilin also presented a follow‑up from a prior meeting for Divine Redeemer Lutheran Church on West Hill Road, which proposed spreading on‑site fill to form an athletic field. Council members said drainage and other requirements have been satisfied, and neighbors asked for additional plantings on the berm; the council approved the church’s request.
A staff presenter identified as Bonnie told the council that the Billbar Farm farmers market conditional use and site plan have completed plan‑commission review and legal redline edits. The council approved the conditional use permit (DELC0743999008) contingent on incorporation of the legal review comments received. Council members and staff told the meeting the legal review changes were minor and had been addressed.
The approvals were taken by motion and voice vote during the consent and plan‑commission sections of the meeting. None of the items brought extended debate; council members asked technical questions about drainage and legal clearance before approving each measure.
