COG backs United Way letter of intent for a regional rapid response fund

Leo announced the COG would host a March 31 screening of the film Uprooting Addiction and asked for board feedback on submitting a letter of intent to the United Way’s Community Need Fund. The proposed program would establish an NH COG‑administered rapid response fund, available to municipal providers across the United Way service area (16 of the COG’s 21 towns), to help clients with small, urgent expenses not covered by other programs.
Leo said the fund would target ALICE (asset‑limited, income‑constrained, employed) households and operate similarly to prior regional efforts such as the prescription assistance program and the Northwest Community Fuel Bank. He described an example in which United Way’s rapid response helped a single mother replace a car windshield to keep children commuting to school.
Megan moved to proceed with a letter of intent; Denise seconded. After brief clarification that funding would come from United Way and would cover only the United Way service area (not all 21 towns), the board voted in favor of supporting the LOI.
Leo will prepare the LOI and coordinate with member towns in the covered service area. Staff emphasized the fund would complement (not replace) existing municipal programs and that details on eligibility and administrator procedures would be developed in the application.
