Planning commission reports approvals; city announces rollout of online permitting

At the start of the Board of Zoning and Building Appeals meeting, the Planning Commission report noted two actions taken at its March 10, 2026 meeting: approval of the Northridge Point Subdivision Phase 9 final plat and approval to convert Field 7 at Victory Park to artificial turf.

The Planning Commission approved PPZ2026‑0405 (Northridge Point Phase 9 final plat) by a 5–0 vote with conditions intended to protect stormwater infrastructure and define homeowner maintenance responsibilities. Conditions include: the city engineer determining required easements around the stormwater retention basin; explicit homeowner maintenance language for a 20‑foot drainage easement along rear property lines; submission of a landscape plan for administrative approval for landscaping around the retention basin and any trees not shown on the plat; a performance bond for unfinished work sized by the city engineer; and a 7.5‑foot sideyard setback allowance for three cluster sublots (307, 312 and 322).

Planning staff also reported PC approval (5–0) of PPZ2026‑0413 to convert one existing baseball field at Victory Park (7777 Victory Lane) to artificial turf with turf bullpens and a batting cage. The applicant for the Victory Park item is PMJ Holdings.

Separately, Planning and Development Director Liieber briefed the board on the department’s rollout of online permitting and services using the Govwell platform. The city launched contractor registration in December and recently rolled out the planning and zoning module; staff said applicants will see new packet cover sheets generated by the software and will be able to submit permits, pay fees and track approvals online. Staff described the transition as intended to improve efficiency and applicant tracking.

The Planning Commission’s next meeting was announced for April 14, 2026 at 7 p.m. in council chambers.
