Council awards Haley Ward $220,000 contract to advance Mad River Brownfield revitalization in Winchester

Rista summarized the review process: she and a panel including Rob Phillips (NHCOG), Jeff Green, Jeremy Darly, Tom Hoskll, Jim Rollins (Town of Winchester) and property owner Bob Leech scored proposals, interviewed the top teams and conducted reference checks. After interviews March 9 and reconvening March 11, the interview team recommended awarding the contract to Haley Ward.
“I would recommend a motion to award this contract,” Rista said, describing Haley Ward as presenting “a strong team” with local staff and project members familiar with Winchester and property owners in the study area.
Paul Harrison moved to award the contract to Haley Ward for $220,000; Megan seconded. The board recorded affirmative reactions and no votes in opposition or abstentions; the motion passed.
The contract amount presented to the council ($220,000) exceeds the cited Brownfield grant ($200,000); Rista noted Winchester’s $20,000 match. Members did not request additional budget detail at the meeting; Rob offered to circulate contract appendices and supporting documents on request.
Next steps noted by staff include execution of the contract and coordination with town representatives and property owners on project scope and schedule. Council members asked staff to share the full proposal and interview notes with interested members ahead of implementation.
