Board hears grants overview: Title allocations, Perkins CTE funding, pending TSW pursuit and $88,000 shade-structure opportunity

Grants staff delivered a comprehensive update to the Santa Cruz Valley Unified School District No. 35 board on Oct. 22 covering federal and state allocations, competitive applications and the district’s use of those funds.
Carolina Duran, the district’s grants coordinator, said the update covered roughly 12 grants. She said Title I funds primarily support salaries and benefits for reading and math interventions, paraprofessionals, before- and after-school tutors and summer reading programs; Title II funds support professional development and instructional coaching; Title IV funds are used for well-rounded programming and STEM supplies; and IDEA funds cover special education salaries and supports.
Carolina told the board that the district no longer qualified for the Rural and Low-Income (RL&I) allocation for FY25 and is using carryover funds from prior years to cover those activities. She said the 21st Century program at Mountain View and Rio Rico High School is a competitive grant that funds before- and after-school tutoring.
CTE funding was explained by the CTE presenter, who said the district manages Perkins (the 260 grant) and a state-priority (the 400 grant) to pay teacher stipends, CTSA memberships, industry certifications and conference travel. For dual-enrollment stipends, the presenter said certain teachers (engineering, culinary arts, and public safety/LA) receive an additional $500 annually on top of state allocations.
Staff said the district is still pursuing a competitive TSW grant the board asked staff to explore and will report progress at a future meeting. The grants team also flagged a new shade-structure grant opportunity with an $88,000 award and a Dec. 15 deadline; staff said they will attempt to prepare an application.
Board members asked about student participation in satellite CTE programs and ADM implications; staff said 31 students currently travel to Pima for programs, that those students are still enrolled with the district and generate full-time ADM funding when they attend four periods, but some additional allocations remain managed by the receiving entity. The board discussed concerns about reduced JTED (regional technical education) allocations and said superintendents have sent a letter requesting restoration to prior levels.
