The South Bend Common Council on March 23 adopted the Downtown 2045 master plan, a comprehensive blueprint that the city says will guide redevelopment, public‑realm upgrades and new housing across north, central and south downtown.
Planning Director Tim Corkran said the plan grew from extensive public engagement and market work that showed demand for rental apartments, townhomes, a full‑line grocery and additional hotel capacity. “We decided to plan for success,” Corkran told the council, outlining vision projects from Leaper Park north to the Renaissance District south of the rail lines.
