Mills council approves consent agenda, kennel ordinance (first reading) and water-sewer lien resolution; holds executive session

Councilors moved to approve the consent agenda; the motion passed unanimously. The council then took up Ordinance No. 836, a first-reading revision to section 6.03.040 covering kennel category requirements. After limited discussion the ordinance passed on first reading by a recorded vote of four ayes and one nay.
Councilors also approved Resolution 2026-09 concerning water and sewer lien notices; the motion passed unanimously. Following other business, a council member moved that the council go into an executive session for a personnel matter; the motion was seconded, approved by unanimous vote and the council later returned, reporting no action was necessary. The council adjourned after the executive session.
The meeting included roll call noting the presence of Mayor Warres, President New Miller and councilors Butcher, McCarthy and Sutherland. Several councilors took part in debate on licensing issues later in the agenda.
