Council sets Oct. 13 hearing on downtown levy after reviewing annual revitalization report

The City Council reviewed the downtown revitalization (business improvement district) annual report for fiscal year 2025–26 and set a public hearing for Oct. 13 to consider renewing or levying assessments.
Julian, the staff member presenting the report, said the district covers roughly 10 city blocks and about 50 businesses. The current contract for downtown landscaping (trees, shrubs and lighting) is funded by the district; staff told council the contract is roughly $21,841 and that if the city did not levy assessments the public-works department would need to provide an estimated $29,000 in maintenance, creating a general-fund cost.
Staff said outreach has included multiple community meetings and that the business-improvement advisory board supports the levy and is requesting a contract adjustment to sustain services through fiscal 2025–26. Council voted to set the hearing so the public can review levies and provide comment before council considers adoption of any assessment.
