The Ventura Planning Commission on March 18 approved an exception to allow a reduced rear yard setback for a single‑family addition at 192 Rietta Avenue in the Satakoy‑Wells area.
Associate planner Garvey described the project as a 432‑square‑foot first‑floor addition—split into a northern sitting/study area and a southern living‑room expansion—aligned with side setbacks and with an eave height below the zone maximum. The existing rear setback was 27 feet; the proposed extension would reduce that to 15 feet. Staff noted several adjacent lots already contain substandard rear setbacks and concluded the addition would be compatible with neighborhood scale; no public comments were received.
Commissioners questioned the size and location of neighboring accessory structures and whether repeated exceptions could become the norm in the neighborhood. The project’s designer explained the expansion is needed to accommodate family members moving in and clarified room dimensions. After deliberation, the commission voted to approve the exception by a 6–1 margin (one commissioner opposed), citing compatibility with the immediate context and the lack of demonstrated impacts to adjacent properties.
The approval includes the exception for the reduced rear yard setback, design review findings and a CEQA exemption claim consistent with existing facilities.
