Ceres council keeps planning commission interviews public after 3-2 vote

The Ceres City Council voted 3-2 on Jan. 12 to require planning commission candidate interviews to be held publicly at a council meeting rather than in two-member subcommittee sessions.

Vice Mayor Martinez urged a subcommittee, saying it allows a quieter, one-on-one conversation that can produce fuller answers from applicants: "I would make a recommendation that we do a subcommittee," she said. Several council members pushed back, arguing the public should have access. Council Member Terrell said the established public format allows community members to observe and urged keeping the existing approach. Councilwoman Rosland said she agreed with Council Member Otto’s position favoring transparency and the ability for the full council to hear candidates.

Mayor Lopez moved to hold the interviews in public; the motion passed with Council Members Casey, Vieiraa and Otero voting yes and Vice Mayor Martinez and Mayor Lopez voting no. City Clerk Fallon had told council that recruitment for the vacancy closed Dec. 18 and two applications were received.

Separately, the council unanimously approved the mayor’s recommended appointments to city boards, commissions and committees for 2026 after a brief review. City Clerk Fallon noted a clerical error on Attachment B where a column was labeled "2025"; the clerk said it should read "2026 appointments," and council proceeded to confirm the roster.

The city clerk will notify appointees and arrange interview times and logistics for the planning commission vacancy. No public speakers raised objections on either item during the meeting.

The council’s action sets the format for interviews scheduled in the coming weeks and completes the routine annual confirmations of advisory body memberships.
