Commissioners asked how queuing would be handled during peak periods. City engineering staff said queuing and circulation are expected to remain on private property and that the site includes circulation and adjacent parking to absorb occasional peaks; staff said they would address any instance where queues begin to back onto Mitchell Road as a public‑safety priority. “I don't see them queuing on to Mitchell… If we saw that they were queuing on to Mitchell, that would be addressed immediately,” an engineering representative said.
The applicant told commissioners Take 5’s model averages about 45 vehicles per day at comparable sites and anticipates staffing of six to ten employees depending on volume. The commission approved the CUP and site plan by roll call, 5–0.
The applicant may begin construction after standard permit review and will be subject to operational monitoring if queuing affects site circulation or neighboring parcels.
