Council approves Steampunk Festival Main Street permit with conditions; mayor recuses

The Weed City Council approved a special-event encroachment permit and associated waivers for the Wii Chamber of Commerce Steampunk Festival scheduled May 17–18, but the approval was conditioned on the receipt of required insurance, indemnification and signatures from affected businesses.
Mayor Parham recused herself from the discussion and vote, disclosing she has a Main Street business within the closure area, serves as Chamber president and is co-chair of the festival. Staff told the council insurance and business signatures had not yet been received; the council approved the permit contingent on those materials being delivered and on staff-recommended safety and operational conditions (including no-parking restrictions and any chief/staff requirements).
Council and staff discussed local health-and-safety rules for outdoor cannabis and alcohol consumption and reiterated that required insurance must be filed 15 days prior to events. Council approved the motion to grant the permit as amended to include all staff conditions; the mayor’s recusal left a quorum to act.
