Council adopts sweeping updates to City Council Policy Section 10, creates new building‑use and community‑garden policies

On Nov. 18 the Campbell City Council approved comprehensive modifications to City Council Policy Section 10, consolidating dated items and creating two new policy sections for community garden rules and community-center building use.

Recreation & Community Services Director Natasha Bissell said Section 10 had become a catchall of policies dating back to the late 1990s and that staff worked with multiple departments to clean up the section. The proposed changes delete seven outdated subsections, redline and update four subsections, relocate four items and create Section 24 (Edith Marley community garden rules and regulations) and Section 25 (building use policy for the community center).

Bissell explained the revisions clarify room descriptions and event amenities, update reservation procedures and timelines, strengthen alcohol restrictions, provide clearer rules for layout changes and staffing requirements, and streamline priority-use rules. She said the clean copy is shorter and more accessible for staff enforcement.

Council members confirmed the revisions do not affect existing labor contracts and asked about outstanding items such as Aninsley/Angley House use rules and city-hall parking, which staff said would be brought back separately once parking decisions are finalized. Council members thanked staff for consolidating and modernizing the policies.

A motion to adopt the staff recommendation passed unanimously; staff will return with any remaining targeted updates (for example, for the Angley House) and implementation details.
