John D. Morgan Park restroom replacement awarded; construction timetable and parking changes outlined

Public works engineer Fred Ho updated the Parks and Recreation Commission on the John D. Morgan Park restroom replacement, saying the project is included in the city’s capital improvement program and the lowest responsible bid came in at $1.36 million — about 3% within the estimate. The contract was fully executed on Dec. 16, and a baseline schedule from the contractor anticipates mobilization in mid-August with substantial completion by late November or December.
Ho explained that the restroom will be a pre-fabricated building and that the procurement and state certification process add lead time; fabrication and shipping timing drove the multi-month schedule. While construction is underway, the contractor is required to provide one ADA-compliant portable restroom, one standard portable restroom, and a handwashing station — and staff said frequency of service/maintenance for the portables will be adjusted as needed.
The project also includes parking lot work to increase capacity from 68 to 79 spaces and to add three ADA spaces beyond the existing three (raising ADA parking to six). Staff described a staged approach to restriping and resurfacing to avoid a full closure of parking except for the final resurfacing, which should take about a week depending on weather.
Commissioners asked about access and staging during peak soccer season and suggested monitoring portable restroom service frequency during busy months; staff said they will coordinate staging to minimize disruption and maintain ADA access.
