Community Development staff (Rob Eastwood) explained the moratorium, originally adopted as an urgency measure, prevents new smoke shops from being established while staff researches and prepares a permanent ordinance. The extension will run for one additional year to allow staff time to complete that work and restore capacity to implement a replacement regulation.
No public speakers addressed the item at the hearing. Council took a roll‑call vote adopting the extension and then waived further reading of the ordinance title.
