The San Carlos Planning and Transportation Commission on March 16 received a staff and consultant presentation on the draft environmental impact report (EIR) for the Northeast Area Specific Plan, a 145‑acre effort to guide a mixed‑use district that preserves industrial uses while allowing new housing and multimodal circulation improvements.
Senior Planner Rendle Buso told commissioners the plan would rezone selected blocks to allow multifamily housing, update floor‑area and height controls, and create a community benefits program that could allow increased height for non‑residential projects in exchange for public amenities. Staff’s buildout projection for the plan area is roughly 1,890 housing units and about 4.5 million net new square feet of non‑residential development over a 20‑year horizon.
